Pay for Icloud Bill
I need to pay my ICloud Bill 19000VND by another Visa card cause the signed one is blocked now. Pls show me how can pay this bill by another way. thank you

There are many ways you can pay but the simplest may be to just add your new card and make it the primary payment method. That will allow you to delete the old card. The document in the link below tells you how to do this.
