Batteries start to lose capacity the instant they come off the assembly line. But, if he wants to contact Apple, he can use the Contact Support link at the top right of every page of these forums. Or see here:

What do you mean by "battery status"? Do you mean Battery Health? Settings>Battery>Battery Health>Maximum Capacity? If so, 99% is fine. The battery is fit for use until it drops below 80%.
Rechargeable batteries are consumable. They will lose capacity over time. That's normal.
99% would be considered great, thus no requirement for change.

As with every battery ever manufactured, the capacity will deteriorate This is a low of physics that can not be changed.
