Mail is scrambled

What causes certain email to have scrambled or undecipherable content?

I am using version 13.4

MacBook Pro 13" 2020

macOS Catalina

MacBook Pro 13″, macOS 10.15

Problem fixed.

I just went into Mail Preferences are Fonts & Colors.

Changed the Message Font to something else that works.
