I have iPhone 7+, used car USB port to partial charge (while car was running) then later at home, plugged in to wall socket and only after several attempts and restarting it did it finally charge..is it damaging to use USB port in car-2016 Toyota Avalon?

The cable in the car could have been dirty. Check the charging port for lint or other debris and see this:
