Manage photos when changing icloud

If I sign out of icloud on my phone and sign in with a different icloud, will the photos remain in my phone? If yes and then I delete them later, will they be deleted on other devices with the former icloud?

iPhone X, iOS 13

If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes.

If the photos are transferred to your new ID, deleting them shouldn't affect the other ID devices/computers.
