After trying to upload photos from iphone 10 to iphoto on my computer..now I cannot open i photo on my computer..message comes up that says: closing library. How do I get i photo to reopen?

What system and version of Photos (or iPhoto) are you running? iPhoto can't run in Catalina or Big Sur.

In either case use the  ➙ Force Quit menu to force quit Photos/iPhoto. Then relaunch.
