in the toolbar, then choose Edit Master Pages.There is no 'edit Master pages' choice .....

It will help us to help you if you tell us what template you used.
In Pages, there are Word Processing templates and Page Layout templates.
For example,
Template Chooser > Books > Books - Portrait > Blank Book
is a Word Processing template and does not have Master Pages.
Template Chooser > Books > Books - Landscape > Blank Book
is a Page Layout template and does have Master Pages.
More information may lead to a solution 😉.

"Master page" may be referring to the Section Master, on which you may place recurring objects, and backgound colour.
My (earlier) version of Pages does not support background colour, so my Arrange menu may differ from yours.
No object is selected, so the "Move…" option is greyed.

I'm considering using a book templat, but I dislike the colour.... anytime i try to change the colour all that happens is it assigned the colour to the interior pages linked to this 'master page'. I used to write using iBooks author.... sigh
