As long as your W10 installation supports Thunderbolt 3 connection, it should work. You can manually download any drivers using Brigadier (https://github.com/timsutton/brigadier), if necessary. If you do not have the display yet, I suggest visiting the nearest Apple store that has one, and connecting to it.
Since you mention RTX3090, I assume taking a desktop to the Apple store may be a challenge.
