iPhone calls going straight to voicemail

calls are going straight to voicemail, DND is off, but when screen is locked calls still go to voicemail

DND status
Bed Time schedule
Call Audio Routing method
Ringer Volume level
Call Forwarding to another number
Silence Unknown Callers [Enable] Calls status : Only numbers in Contacts, Mail, and Messages ring your phone. All others are diverted to VM
Blocked Calls
