Order Delivery India

I ordered an IPAD for delivery to India but it is stuck with DHL local delivery there as they have a US number on file and they need to send a pin to be phone when delivery has to be made. I have tried to contact support but they have been are unresponsive and have a random number listed on file.

How can I fix this as I am quite surprised to receive this kind of customer service from Apple.
