App Store verification

Why do I need a verification for a app that is free is cost no money. Also I took my credit card off and it still shows verification code. This is outrages please fix this and put none as an option for a payment.

Free apps and paid-for apps require the same verification.

A credit card valid for the same region as the App Store is the easiest.
