My Mac was running slow and having issues so I attempted to erase the HD and do a factory reset.
Now it will not upload Mac OS (it is offering Sierra which is older than what I had before).
How can I fix this?

command-option-shift-R is internet recovery. If you had 10.15 on there before use Disk Utility to format HFS Extended. That will allow you to install systems older than 10.13 if your Mac shipped with an older system.

I cannot get Mac OS to install after clearing the HD
