Exclamation point on photos

There's an encircled white exclamation point on the bottom right hand corner of ALL MY PHOTOS. Because of this (which nothing at all on my phone denotes what it means), I am unable to share or upload any photos. Period. I've reset my phone. Tried different WiFi. Disconnected and reconnected my cloud. Nothing. Anyone have any ideas?

Photos in messages won't load A few months ago, I received an alert that my phone was running low on storage. It suggested that I optimize. I did that. Now every photo/video that was sent in a text message before that is a blank box that says "tap to download". When I tap, either nothing will happen or it turns into a white square with a question mark. Some of those photos I really need! Does anybody know how to fix this??

Warning ! is all I can get. I have been trying and trying for a year to get photos from Photo. I see the thumbnails and then get an exclamation mark in a warning triangle - ALMOST every time.
