Answering my own question. I did a chat with Apple Support.


Notes cannot do lower resolution. The suggestion is to use a scan app.


I ended up using Scanner Pro. It’s free. It scans documents and has a feature to do black and white or color. It can also read photos into pdf. It even save into jpeg.
