Basic troubleshooting steps are:

Take out the SIM card, try cleaning it, then insert it back into its slot.

If the problem persists, contact your carrier and ask for a spare SIM card, and / or check your data plan with them.

If it still doesn't work, make an appointment and have your iPad inspected at an Apple Store or AASP.
