Apple watch

I’m looking into buying the Apple Watch SE and I noticed it says only compatible with o2 and EE networks is that only for the cellular version?

i don’t have either of those carriers so if I got the gps version without cellular would it still work with my phone?

Can I use my apple watch series 4 that has cellular capabilities without paying for service every month? Will it be a GPS version basically? I just want to make sure that when I switch to a carrier that I'm pretty sure doesn't really support apple watches that it will still connect to my iPhone via bluetooth.
