Lost my phone icon how do I find it. I can get calls in but I can’t call out
Lost the phone icon. Please help me get it back

An iPhone SE first- or second-generation model should be able to run iOS 14.4; the current release. If you’re not running iOS 14.4, update your iPhone and try again.
Failing that... If you drag downward on the grid of icons to show the Spotlight search, does entering Phone in the search find the Phone app?
Phone can’t ordinarily be deleted, which usually means it’s been dragged into a page of app icons or a folder of app icons somewhere. Or there’s a corruption of some sort.
If all else fails, back up, reset, and restore.
