Phone won't start

My iPhone XR has been stuck on the apple logo for over an hour after I tried to restart it because it was stuck. It doesn't work when I force restart it or try to connect it to iTunes on windows as it doesn't detect it. When I force restart it it, it turns black and a few seconds later it goes back tot h apple logos screen. What should I do?
