Purchase of an old iPhone 5 but locked and can't be reset due to find my iPhone tied to iCloud.

I bought an old iPhone 5 online for a few bucks but it is locked due to find my iPhone and not having the owners contact info can apple still wipe this phone? hasn't been used since 2017, no password to unlock phone either it is just the apple iCloud/findmyiphone issues.
