I bought an old iPhone 5 online for a few bucks but it is locked due to find my iPhone and not having the owners contact info can apple still wipe this phone? hasn't been used since 2017, no password to unlock phone either it is just the apple iCloud/findmyiphone issues.
If you can't return it and get your money back, turn it over to the police or recycle it. It's useless.
