I bought a phone online with find my iPhone off and clean if I restore it do I need owner’s info when I restore it

If Find My is off, you shouldn't need the previous owner's info. The only other thing to possibly worry about is a carrier lock but with an iPhone 6s it's probably unlikely to still be locked.
