How to get a refund from purchasing from Apple Store?

I purchased this application from Apple Store for car Bluetooth ELM 327 OBD2 scanner.

But I do not know how to activate the scanner with this application.

Maybe I got the wrong application. So this app. is no use.

How do I get the refund of $5.99? Would you tell me how to.

Go to reportaproblem.apple.com.
Sign in with your Apple ID and password.
If you see the "Report" or "Report a Problem" button next to the item that you want to request a refund for, click it.
Follow the instructions on the page to choose the reason why you want a refund and submit your request.
