No. iPad does not support transfer of data and settings via direct connection.

Apps themselves are not directly transferred by way of the backup, but are easily downloaded again from the App Store to your replacement iPad. Purchased Apps are permanently tied to your AppleID - and are available for installation on compatible devices that are signed-in to the App Store with your AppleID.
