Why can’t I download app in App Store and ask for Apple ID to use in iTunes

Here are the usual reasons, ans from what you’ve posted I’d suspect the second:

If your Apple ID is locked or disabled - Apple Support

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support


If your Apple ID is disabled in the App Store and iTunes, nobody here knows why that has happened—we’re other users like you, and not folks that work for Apple—and you’ll need to discuss this and to resolve this directly with the folks that work at Apple.
