Charge the iPad past 50%—maybe to 75%—and see if the install is permitted.
That'll enough power that the install can complete, even if the iPad is unplugged.
Starting an install on any platform with unstable or insufficient power can corrupt the install.

Any messages or diagnostics or errors shown?
Restart the iPad, and try again:

Failing that, connect to a computer at try again using the using-a-computer section here:
Do you see any error messages when you try updating it?
If any of the following true, your iPad may not be able to update:
It is connected to power but has only 8 percent charge.
No messages or emojis
Did restart same thing
