Can you manually turn on the flash to use as fill on the 12 mini?

I do not have an iPhone 12 Mini however I have had several iPhones in the past decade and have used the flash for fill light successfully. As you have already mentioned, manually turn ON the flash and it will be used as fill light while the exposure will be set for the ambient light by the iPhone. It works really well for removing unpleasant shadows on faces or objects.
One thing to note and that is that if you are too far from the subject then it will not help since the flash from any phone is not strong even when ambient light is low.
