IF i Understand your post correctly then you would like to set a constant screen brightness level which cannot be adjusted automatically.
Open Settings ➔ Accessibility ➔ Display & Text Size: Here set Auto-Brightness to OFF.
Open Settings ➔ Display & Brightness: Set the Brightness level here.
