We understand you're getting a location error in the Music app. We're happy to help.
You'll first want to make sure your Apple ID account and device is set to the correct store country. You can use these steps to check the country you currently have your Apple ID set to: Change your Apple ID country or region
To check your device location setting, just navigate to Settings > General > Language & Region > Region.
If both of those locations are currently set to the correct country, you can then try signing out of your Apple ID and back in to it. Navigate to Settings > your name at the top, then scroll down and select Sign Out. Once you've fully signed out, you can go ahead and sign back in then test out the Music app.
