FaceTime over Cellular data appears to be available with two wireless carriers in Jordan. The carriers are Orange and Zain: Wireless carrier support and features for iPhone in the Middle East and India. If your wireless service is provided through Orange or Zain, you should be able to activate FaceTime. Be sure you are connected to cellular data and not a Wi-Fi network when you attempt to activate.


You came over to the Communities from this article: If you get an error when trying to activate iMessage or FaceTime. If you followed those steps, and waited at least 24 hours for the service to activate, you should reach out to your wireless carrier to confirm your account details. You'll also want to make sure you can send and receive regular text messages without issue, since the activation of FaceTime services uses text messages.
