Can you provide the exact error message please, otherwise we are making wild guesses as to solutions and I am sure you do not want to have to read through all the links we could provide.

If the first 5 don't help, use the 6th.
If instead you see a message that says "Your account has been disabled in the App Store and iTunes" click on this --> https://support.apple.com/HT208856

If you still have a problem contact Apple:
Click here --> https://support.apple.com/choose-country-region/media-services Select an option and keep on working your way down the menu until you get to one saying your "topic isn't listed". This will present you with support by chat or telephone call.
