Why is my iPhone connecting to other devices that are not mine?

A few days ago my phone started picking up devices on my bluetooth under other devices that aren't mine. I've tried several times to forget the devices but they keep coming up. Why?

It will detect other Bluetooth or Wi-Fi devices or networks but it will not connect until you ask it to.
