call blocking and identification

I understand that Call blocking and identification feature in iPhone allows you to "Block" callers that you don't want to get call from. When we get a call from someone unless we have their phone number in the contacts or communicate with them before, it will show up as an "Anonymous (or unknown) caller".


Is it possible to have an app that you can set a list of phone numbers and set it as a call blocking and identification app to have caller-ID for the phones you have on the list (even though we don't have the phone number in our contact list)? I another word, can we use Call Blocking and Identification not only for blocking a call but to identify a call (by displaying a name or something) without having the contact in our contact list.
