App no longer available

I have an app called Ipower, it powers my tattoo machine , so I really need it, I still have my old phone to use it, but I can’t get it onto my new phone as it’s no longer available also it won’t let me share the app to my new phone , I’ve checked my purchase history but it isn’t there is there anyway I can transfer it to my new phone
