'Other' data files are temporary files that automatically delete when space is needed. For example, if you watch a video from YouTube, it will keep downloading the video in the background. As it is playing, a temporary file is created. Your iPad will keep that file until space is needed. So if you rewatch that video, it does not have to re-download it. The same thing goes for music, other types of files, and apps.
