Anytime you have a gift card balance on your Apple ID account, that should be used before your credit card on file. The balance can't be used for all purchases: What you can buy with your Apple ID balance.

If you have a subscription, you wouldn't be able to remove your credit card even if you have an Apple ID balance: If you can't remove your last payment method or use no payment method with your Apple ID.
