How to install macOS Sierra 10.12 (in .pkg form) on VMFusion?

Thanks to Apple making Catalina on up making 2/3's of my games on steam unplayable. I am trying to install my favorite OS 10.12 on VM Fusion. Only problem, Install OS is a .dmg BUT, inside image is a .pkg OS. VM Fusion doesn't like that. How can I get around this?

You need to run the .pkg file on a Mac that is compatible with macOS 10.12 so you can extract the actual installer app to the Applications folder. Then you need to create a bootable macOS USB installer. However, the macOS 10.12 installer has been broken for several years and needs a simple edit to one of the configuration files so it can be used to make a bootable macOS USB installer. I don't recall the exact item to edit. It would be better to use macOS 10.13 High Sierra.

Edit: I'm not sure how well a game will work in a VM. Does the VM at least allow the pass through of the GPU hardware drivers to allow hardware acceleration within the VM?

You don't have to go all the way back to Mavericks. Since you are running Catalina you can use macOS 10.14 Mojave which is the last version of macOS with 32 bit support. You can find links to various macOS installers from 10.11 to 10.15 within this Apple article which also includes instructions for creating a bootable macOS USB installer which you will need:

I'm not sure either. Yes, Catalina and Bg Sur had a few cool features. I just wanted to try and find a way to get ACCESS to all the games I bought on steam before Apple decided not to leave a back door! This USB walk around seems more trouble than It's worth. I'm half tempted to just reinstall original OS, which I believe was Maverick (or what ever came with my 2019 iMac) when I bought it. Not happy with apple ATM.
