We'd suggest reviewing all the ways to receive a verification code using: Get a verification code and sign in with two-factor authentication and Two-factor authentication for Apple ID
If you continue to struggle getting the verification code, then you'd need to start account recovery:
How to use account recovery when you can’t reset your Apple ID password
Note: That if you need to use this method, it's an automated service. Meaning that Apple cannot speed up the process. Only you can provide the information to verify you as the owner of that account.
