I recently found out that complications menu is missing on the watch app on my iPhone. Is it available for watch SE? I found it on most of blogs and YouTube videos. Any help would be grateful.

Nothing is wrong.
That is the way the current watchOS version works, now.
Tap on a watch face and a Complications panel will appear where you add/delete/edit the complications associated with the watch face.

If you are new to the Watch, then you need to download/install the Watch Users guide to your iPhone and/or iPad.

I did not know that but one of my friends is using a series 3 with Watch OS 7 and that menu is present in his phone. I just bought the watch 5 days ago and don’t know much about it. I contacted Apple about it and they escalated it to engineering team to look into the matter. If Apple acknowledged this may be there is serious bug in the latest version.
This is what you see when you tap on a watch face;
Change the complications directly on your watch or by taping a face and selecting the complication you want to edit.
But there should be a menu present there. Is something wrong with my iPhone or Watch?
