That is because you cannot pair the iPhone and iPad with Bluetooth. What exactly are you trying to do, and what are you trying to accomplish by viewing the iPad from the iPhone?
So you have the iPad setup to use the camera to be video taping, correct? I am not aware of the ability to use the iPhone like a monitor for the camera on the iPad. While you can share certain content using AirPlay, you would not be able to do that with the camera currently recording.

This third-party camera App that permits full remote control - and remote viewing - of the camera on your iPad or iPhone by another. Unless I have misunderstood your intent, this is precisely what you are attempting to acheive.
