Can a family member who shares my iCloud use my iPhone for forwarding texts even when they have a different Apple ID? (I forward messages from an iPad and a Mac using my Apple ID)

In order to forward messages, you have to use the same Apple ID on all devices: How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac
"On your iPhone, iPad, or iPod touch, go to Settings > Messages > Send & Receive. On your Mac, open Messages, choose Messages > Preferences, then click iMessage. Make sure that you're signed in to iMessage with the same Apple ID on all your devices."
