Do your Part: Provide Apple with feedback on this. Apple wont get back to you directly, but the more they hear of this, the more they will know what is going on, and what needs to be fixed.

New User:
It took me three tries. I had to create a new user to install it.
Important:
Backup First: Know to always backup your mac prior to making any major change your Mac (i.e. update installation) that way you would have something to restore your Mac from, should anything go wrong after you make the change.
It took me 5-6 attempts in safe-mode until by chance it worked (I used Ethernet and disabled Wi-Fi as the current trend seems to be). I have automatic downloads OFF but next time I plan to turn try to temporarily turn it ON, if that might help.
Yes, I make a backup (with Carbon Copy Cloner) before updates. Especially after reading that in some rare instances it might be necessary to reinstall the BridgeOS and also erase OS and user data.

Suggest Shutdown Router, Shutdown Computer. Restart Router. Disconnect all external drive and connect computer via Ethernet Cable - Wifi is iffy at best. Restart computer in Recovery Mode - Command + r - Immediately at startup, Presented with options - Choose Reinstall macOS. This should in theory download the Full Installer of the most up-to-date version of macOS Big Sur. Once is does its' magic and installs ( fingers crossed ) follow all prompts. It should eventually present the Setup Assist under Macs 11.2 1 or maybe 11.2.2 ( latest at this time).
If attempting via Wifi same procedure as above except - Disconnect ALL OTHER device using the Wifi. Want the Max Bandwidth for this computer.
Same issue. Says there's a problem with my internet connection. I'm not doing all these steps some of yall are suggesting. I'm sure there will be another update once enough people complain. this is a mess
