If you signed up for it outside of the Apple TV App, then you need to use the separate Paramount+ App, you cannot use the Channel inside the Apple TV App on any device.
On your Apple TV (device) you would need to download the separate Paramount+ App and sign in with whatever account you used to sign up for it.

Its not only Apple, Amazon Prime does it too, it appears to be some type of embedded channel restriction.

The people over at Paramount have a solution to subscriptions made via iTunes. For you to access Paramount on the service app, you first need to verify to Paramount the subscription you made via iTunes
Let me quote what they say on this
“If you have not yet verified your subscription on paramountplus.com:
Please visit www.paramountplus.com/apple and follow the instructions.
You will be prompted to create a paramountplus.comusername and password, and you will use those credentials to sign in to Paramount+ on paramountplus.com.”

No it is not. You subscribed to an Apple TV channel, which means that service is hosted by Apple and can only be accessed within their TV app. You would need to subscribe directly within the Paramount Plus app in order to access there. It will still integrate with Apple's TV app, but it will kick over to the Paramount app for playback.
I had this same issue and it has been resolved:
1) When you look at the Apple TV menu, there should be a button for the Paramount Plus channel where the other channels (HBO, Showtime) are located. If you click that button, you can access Paramount Plus programming through Apple TV.
2) I was unable to access live streaming of the Champions League matches so I sent an email to Paramount Plus about this issue. They sent a reply telling me that if I subscribed via Apple TV and wanted to use the Paramount Plus app or website, I had to verify the subscription via a separate link, which they sent me. When I clicked the link, I was asked to log in with my Apple ID. Then I created a new account with Paramount Plus. Once I had that account, I connected it to Apple TV by opening the app, getting a verification code, and entering it.

That is indeed confusing. If you subscribed directly to the standalone Paramount+ App, it will not validate in the Paramount+ channel within the Apple TV App. Unfortunately at this time , there does not appear to be a way to get the standalone Paramount+ subscription too work with the Apple TV App Paramount+ channel.
The reverse however is possible. If you started a subscription for the Paramount+ channel within the Apple TV App, then Paramount has a way to link that subscription to a regular Paramount+ account that can be used in their Standalone App in most devices and their website.
If you've signed up for Paramount+ via Apple TV channels, just go to paramountplus.com/apple. You will have to verify your Apple ID on paramountplus.com only once.
After you have verified your account and created a Paramount+ username and password, you can sign in using the log-in credentials you just created (not your Apple ID) on paramountplus.com or the Paramount+ app.
If you subscribed using the Apple TV app then you would be accessing it directly in that app. If you need to view it on a device that doesn't have the TV app then you would need to consider cancelling that subscription and signing up directly with Paramount Plus, using their app.

Neither Amazon Prime, nor Disney+ are available as channels within the Apple TV App so they would not have that issue at all.
They are used through there stand alone App. You. And you can do the same with Paramount if you use their standalone App instead of the channel within the Tv app.
I just found something different from the other answers. Use the paramount plus reset PW link with your Apple ID email. This worked for me, and now I can log in on the Paramount+ app! I only have the Apple TV channel subscription FYI.
There is no issue, if you subscribed through the Apple TV app then you can only access it there. You would need to subscribe directly to Paramount Plus, using their app, if you want to access elsewhere.
That website is only for their Apple TV Plus service.

The paramount+ App is available on PS4 so should not be too long before it comes to PS5.
Outside of that, yes, you won't be able to use the stand alone subscription in the Apple TV app.
I do understand NOW, but the fact that so many people have the same question just confirms that this differentiation really should be made clear (by Paramount).
All of sudden, shows I’ve watched (published weekly) are now saying I have to use the separate P+ app to view. I never would have known otherwise.
I'm having the same issue. The closest solution I've come to from scouring the internet is that you need to contact Paramount+ tech support by messaging or calling them. I messaged their fb help page letting them know that I've subscribed through the AppleTV app and can't log in to Paramount+ from other devices because I don't have a log in or password for them.
