How to update Find My Phone on a 4S iPhone which has the 9.3.6 iOS?

I have been trying to apply the update for Find My Phone for at least 10 months now. It continues to fail on both my iPhone 4S and my iPad Mini. The 4S has iOS ver. 9.3.6, and the iPad has ver. 9.3.5. The update says the iOS must be at least 8.0.

The update keeps failing after hundreds of tries. How can this be accomplished, or should I just delete the app forever? (Note: I have tried to reinstall the app several times).

Can you provide a link to that update message please? I haven't seen a single update offered for my iOS9 devices in several years.

Realize that on occasion Apple slips up. I an see on the App Store that the Support Communities app says it should work on my iOS 12 device but when I go to download it, it will say I need higher.

Likewise According to Apple iOS 9.3.6 should work on my iPad2 + wifi, but my device doesn't see it. I suspect maybe it is only for US models and mine comes from Canada.

I am in the USA with a US country setting but the iPad itself originates from Canada and is listed as a Canadian model. Even though according to Apple's specifications it should see the 9.3.6 update it doesn't, even with a US country setting. So what they say about it being available for all iPad2 wifi+cellular models is not correct, or there's a bug in their software update system.
