Iphone in a charging loop

Hi my brand new iPhone out of the box is in a charing loop and it wont stop. It will show the apple logo then it will disappear and about 10secs later it shows and it continues on.

iPhone XR in continious loop My iPhone got plugged in to charge last night and when I woke up this morning was displaying the Apple logo and then flashing a green white. It doesnt get any further then displaying the logo for 3 seconds then flashes and repeats this sequence again. If i hold the main button down it goes to Iphone charge symbol with the computer and says to plug it in for restore but that isnt working either. Any ideas?

Help please Help needed!!! When I go to charge my iphone xr all it does is the apple logo shows up for 5 seconds then the screen turns off and in 5 seconds the apple logo reappears, this repeats.... what do i do??
