Welcome to Apple Support Communities. We understand that you have questions about a VPN button on your iPhone. We'd like to help.
Just to confirm, are you referring to the VPN option in Settings? If so, when there, to you have the option to turn a VPN on and off? If you do, this means that you have a VPN installed on your device. This can either be from the App Store or from a profile added to your device. There are no pre-installed VPNs on an iOS device. This setting does give you the option to configure one manually but it would still come from the App Store or on a profile from a managed device.
