Can’t buy procreate regardless of ios version &payment method

i Just went to buy procreate on my iPad Pro 2020 11 inch IOS 14.4 but it keeps saying “payment declined” no matter how many times I typed in my info and I even tried deleting payment method and adding it again, and I checked my bank account and I have more than enough money on my card. Someone help I just finally bought the Apple Pencil so I could use procreate.
