If you cannot update past iOS 12.5.1 means you have either an
iPad mini 2, or iPad mini 3, or an iPad Air 1st generation.
There's no more update with these old iPad models.
To update further, you need a newer iPad model.

Are you attempting to access your [presumed] online banking using your Bank’s App - or via a web browser to the Bank’s online banking pages? This may be significant.
If using your web browser, such as Safari, some websites incorrectly identify your iPadOS Safari User Agent when used in one or other of its browsing modes - of which their are two - these being Desktop and Mobile.
It’s easy to switch between modes if a website isn’t functioning correctly. From the desired web-page, touch the aA icon at the left of the Address Bar; this will reveal a menu. From the menu select Website Settings, then select (or deselect) Request Desktop Website, then tap Done. Now refresh the webpage.
The chosen setting will be saved for the selected website - and can be simply reversed if needed.
If instead you are using a Banking App - and your Bank mandates a minimum supported version of iOS/iPadOS, you have no alternative other than to update your iPad to a newer version - or find a workaround.
A first generation iPad Air, iPad mini2 and mini3 can only be updated to iOS 12.5.1. With iOS 12.5.1 installed, you must have one of these three models.

Apple ended major update support for these models of iPad in September 2019 - although they since continue to received “point” security updates. These devices cannot be updated to iPadOS 13 (or any later major versions of iPadOS) as the internal hardware does not meet the minimum technical requirements (CPU and RAM) for newer versions of iOS/iPadOS.
Some App developers have dropped support for iOS versions preceding iOS 13.x for technical reasons (often because APIs or software libraries upon which they rely have been updated in the new version of iPadOS, making their App incompatible with earlier versions).
Whilst many App titles remain compatible with your iPad, if you want or need to access to Apps requiring the most recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model that supports iPadOS14.
Returning to your online banking issue, if your Bank App requires a higher version of iOS/iPadOS than your iPad can support, try using your Bank’s online web portal as this may provide an immediate workaround; if necessary, try the two different browsing modes.
I hope this information provides helpful clarity as to your available options - and the limitations of your existing iPad.

If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much, MUCH “newer” and less expensive, used iPad models, from better known, trusted Apple product/device retailers/resellers, locally or online, capable of running the latest iPadOS versions.
There are PLENTY of newer, older iPad models that can run the latest, current versions of iPadOS.

If you truly have an iPad Air2, then your iPad is capable of update to iPadOS 14.4. However as previously indicated, with iOS 12.5.1 installed, you must have an iPad Air1; iOS 12.5.1 was never released for iPad Air2.
