Apple Pay stopped working in stores

I have a new iPhone XR and Apple Pay has stopped working in shops. It worked a few times but now has stopped. My phone doesn’t recognise a card reader Is near by - ‘Hold Near Reader’ message is displayed but nothing happens. Apple Pay works when paying on line. So it has to be a fault with the NFC reader right? Apple are saying it’s not hardware. I used Apple Pay on my iPhone 7 for 2years without one issue. Same bank, same cards etc. Help appreciated.

No. They haven’t done that. They want me to reset to factory settings again. I’ve done all the obvious fixes. Rebooted the phone, removed and added the card again, reset to factory settings. Caused me problems so I’m not prepared to do it again.

I am sure it’s hardware. The fact it was working and stopped but there were no changes to the software in that period. Apple Pay is working for on line purchases. I’ve read there are a lot of issues the NFC card reader on XRs. Brackets and connections loose etc.
