Face ID Higher/Lower

My Face ID doesn’t work anymore. When I try to set it up it asks me to move the iPhone higher and move the iPhone lower but to no avail. Has anyone experienced this issue or found a remedy? The face recognition for filters still works in the software for apps but not my password/unlock. I read somewhere an opinion that it may be caused by water damage to the front facing camera. Thanks!
