Safari passwords missing after migration to new mac (Solved)

I had same issue described in https://discussions.apple.com/thread/8199107

After migrating my old mac data to a new one with Migration Assistant, a big portion of my safari passwords were not transferred.

Since I can't reply to the original question, I'm writing solution that worked for me here:

missing passwords were in iCloud chain, which will be added to keychain on your device if you turn on iCloud Keychain as described in here - https://support.apple.com/en-us/HT204085. Once I did those steps, all my passwords were available on my new mac.
