Can’t call

I shipped an iPhone back to Apple to repair broken glass but I got a phone back that can’t make calls because it doesn’t appear to have a SIM card. How could that be? I must be missing something because this seems absurd that I would get back a phone without a SIM card.

On Apple's support page, it clearly states that before sending your iPhone in for repair, you should remove the SIM card. You can always contact Apple Support about it, but I don't think there's much they can do. The best option for you would be to speak to your carrier about a replacement SIM.

From their page (Get your iPhone, iPad or iPod touch ready for service – Apple Support):

Remove any SIM card, case or screen protector from your device and keep your cable and charger
